Reporting to the CEO
Responsible for supporting the day to day management and operations of LEC’s transmission and distribution network, and ensure safety and efficiency in operations
Ensure compliance with all applicable laws, regulatory standards and agreements to which LEC is a party, including all operation and maintenance procedures in accordance with the Prudent Engineering and Operating Practices
Under the leadership of the CEO, manage the overall operation and maintenance of LEC’s transmission and distribution assets and ensure that such operations are executed with high levels of safety and quality while encouraging continuous improvement
Ensure compliance with applicable laws, regulations and agreements including environmental health and safety and technical compliance
Responsible for bulk supply and economic dispatch of generating plants and imports in order to meet forecast demand reliably and at least cost
Manage SCADA, protection and statistical metering
Participate in West African Power Pool operations activities
Support the CEO in the implementation and/or the development of (as per direction of the Board), amongst others the following:
LEC Business Plan
Electricity Master Plans
LEC Annual Investment Plan and Capital Budgets
LEC Monthly Operating Budgets
LEC Annual Operating Budgets
LEC Organization Plan (structure and staffing)
LEC Human Resource Plan
LEC Training and Development Plans
Utility Services Standards
Monthly Performance Status Reports
LEC Quarterly Progress Reports
Annual Reports
Assist the CEO and CFO with budget planning; revenue management and expense controls
Lead facilities management, technology systems management and other operational planning
Advise the CEO on matters pertaining to operations and ensure that all functions under his/her responsibility are operating together effectively to achieve the goals of LEC
Plan and organize internal company operations and support the CEO in maintaining a healthy corporate culture
Ensure that the Corporation’s policies and procedures are implemented and RFB LEC-PROC-001 Management Services 91 followed by all personnel
QUALIFICATION REQUIREMENTS
Bachelor’s degree in engineering or related field. An advanced degree is strongly preferred
Broad knowledge of all aspects of the electric power industry with a focus on generation, transmission and distribution operations, project management, budget and cost management disciplines, safety, quality, compliance and regulation
Proven track record (at least 15 years of experience) with at least 5 years in a leadership position with experience in general management of electric utilities, project management and budgetary oversight
Experience of working with electric utilities in developing countries preferable
Fluency in English
